October 23, 2004 The Water and Power Authority Governing Board Friday approved the extension of an emergency maintenance contract with Best Construction Inc. for $70,000.
Alberto Bruno-Vega, chief executive officer for WAPA, said the extension was necessary to do "critical" work at the Richmond desalination plant on St. Croix.
The current contract with Best Construction was to expire on Nov. 24 or when $150,000 was spent. Bruno-Vega told the board the spending limit had been reached.
The action was taken at an emergency meeting of the board held during the lunch break at its retreat at the Carambola Resort. The action had been scheduled for Thursday, but because of a lack of a quorum it was postponed.
Daryl Lynch, Governing Board chairman, said all legal requirements concerning public notification for the emergency meeting had been met.
Bruno-Vega told the board that WAPA was preparing requests for bids on an 18-month contract. This contract would begin at the end of this calendar year and run until the end of WAPA's next calendar year.
Following the contract approval, the board convened in an executive session for about an hour.
