EMANCIPATION DAY RUN WILL BE IN FREDERIKSTED

The third annual Emancipation Day Run in Frederiksted starts at 8 a.m. July 3 one mile east of Fort Frederik, and finishes at Buddhoe Park/Fort Frederik Museum. There's no entry fee.

CAPTAINS OPPOSE IMMIGRATION CLEARANCE POLICY

Delegate Donna M Christensen is pushing for change to an Immigration and Naturalization Service policy put into effect after the Sept. 11 terrorist attacks. It requires charter boat captains to clear their passengers through Immigration in person if they've visited the British Virgin Islands. Previously, if their passengers were all U.S. citizens, they could just fax a list of their names to the INS office.

At its Thursday meeting, the Water and Power Authority board unanimously approved operating and capital budgets for its 2003 fiscal year, which begins Monday. Also discussed were plans to try to buy the office building in Sub Base on St. Thomas that WAPA rents from the Port Authority.
