Gov. John deJongh Jr. will appear before a full session of the Senate Monday to deliver his fourth State of the Territory Address, which will begin at 7 p.m. at the Earle B. Ottley Legislative Hall on St. Thomas.
How the global economic downturn was expected to affect the territory was the focus of much of deJongh’s speech in 2008 and 2009, as he urged residents to be cautious but not to give up hope as the impacts of the recession began to set in.
But Monday’s speech is expected to highlight the territory’s progress, with the governor discussing the development of various economic opportunities, advances in the education system and improvements in the area of public safety.
"In the approximately one-hour address, deJongh will highlight the work of his administration over the past three years and express his confidence and conviction that the territory is on the right path to overcome our current challenges and move toward a brighter future for all Virgin Islanders," according to a Government House news release.
How the territory has already benefitted from the negotiation of various public-private partnerships will also be discussed, the release said.
The speech will be broadcast on local radio and television stations, and webcast on www.GovernordeJongh.com.
