V.I. Government Forms Online?

I applaud the efforts being made by various VI government agencies to make downloadable forms available on their websites that can be printed or, better still, filled in and saved on one's computer.
I was, however, disappointed in my effort to access IRB's website to get the W2-VI supply request form, as recommended in their press release reported in yesterday's Source; their website appears to be down.
I would like to suggest a further improvement to the VI government Webmaster: a master list, by agency, with links to all forms available online. I would like to see all forms in fill-in-and-save PDF format.
I would like to see all forms made available online as they are updated. Having to travel and find parking to pick up these required forms is a big waste of time and money for ordinary citizens and businesses. Compliance would improve if obstacles were removed.
