ANTILLES SCHOOL
LANDSCAPING AND GROUNDSKEEPING SERVICES

SCOPE OF WORK

GENERAL
The purpose of this contract is to provide Landscaping and Groundskeeping Services at Antilles School, to include the cutting of grass, bush, and low hanging trees, removal and disposal of discarded items, and maintenance of trees, as directed.

ABOUT US
Antilles School is an independent coeducational day school located on St. Thomas, in the US Virgin Islands. Our campus sits on 27 acres, comprised of 9 main buildings among lush trees, grass, hedges and bushes.

SERVICES
The services under this contract shall be for a period of one (1) year, beginning 1-Jul-2024. The Contractor shall provide all labor, small tools, equipment, supplies, and materials (fuel, oil, grease and repairs) necessary to fully operate and maintain all equipment to provide the aforementioned services. If a swale or storm drain is present, this area must also be cleaned of debris.

The work shall consist of the following:

  1. Cutting grass approximately two inches (2”) high, to exclude The Fishman Family Field;
  2. Cutting trees not marked for preservation and other woody vegetation as near to the ground surface as conventional tools or field conditions will permit;
  3. Cutting limbs of low-hanging trees in all walkways, parking lots, and common areas;
  4. Cut/remove/prune fruit trees (e.g. coconuts, bananas, mangos, etc.) and coordinate disposition of harvests with Buildings and Grounds Manager;
  5. Weeding and mulching of manicured areas as needed;
  6. Immediately collecting all cut vegetation and rubbish;
  7. Clearing designated areas of unattached or dead vegetation, rubbish and other obstructions; and
  8. Dumping all waste or piling for compost as instructed.
  9. Notifying the Building and Grounds Manager and/or Operations Managers of any challenges that hinders the work to be completed in a timely and efficient manner.

A map of the property will be provided to each bidder to specify all areas to be covered under this agreement.

The Contractor shall provide a complete crew consisting of the specified equipment, Laborers, and working Supervisor for the services outlined above.

All work shall be performed in compliance with OSHA Safety Standards. The Contractor shall ensure that all personnel are capable of understanding safety concerns. All equipment used under this contractor must be in compliance with all Federal and Local rules and regulations.

NOTE: Debris is not permitted to be disposed of along the roadside, into guts, or drainage systems. When cutting trees, proper pruning techniques must be utilized.

The Contractor shall immediately pick up any waste falling from the truck and onto the roadway while transporting waste. The Contractor shall ensure that all debris being transported is covered. All debris must be disposed of according to local waste management laws.

PERFORMANCE SCHEDULE
Services are to be provided on a schedule agreed upon by both parties.

EQUIPMENT
All equipment used under this contract must be in compliance with all applicable Federal and Local rules and regulations. The Contractor must present all equipment that will be used under this contract for inspection on a quarterly basis.

Any vehicle used under this contract shall be properly registered with the Bureau of Motor Vehicles, and must be operated by a duly licensed driver. Any vehicle or other heavy equipment utilized under this contract shall have rubber tires properly sized to fit loading conditions. Any truck used under this contract must be equipped with a cover (extending at least four inches (4”) down the side) and a tailgate that will effectively contain the waste during transport.

The Contractor shall not solicit work from private citizens or others to be performed in the designated work area during the period of this contract.

INVOICING
The Contractor shall email monthly invoices to payables@antilles.vi during the term of the contract. Each invoice shall contain, at a minimum, the following information:

A. Contractor’s name, address, telephone number, tax identification number, and            email address;
B. Billing period dates;
C. Dates and descriptions of locations worked;
D. Total number of personnel worked;
E. Total number of hours worked;
F. Total amount to be paid to the Contractor.
G. Prior to initial invoicing, the contractor must present an insurance liability form            covering a minimum general aggregate of $500,000 and $500,000 per occurrence      also listing Antilles School as additional insured.

NOTE: Invoices will not be processed if the above required information is not submitted at the time of invoicing.

OTHER CONSIDERATIONS
The Contractor shall supervise and direct the work, using skilled labor and proper equipment for all tasks. Safety of the Contractor’s personnel, equipment, and the work area are the responsibility of the Contractor. Additionally, the Contractor shall obtain and pay for all materials, personnel, taxes, and fees necessary to perform under the terms of this contract. Under this contract, the Contractor shall ensure that all employees are legally eligible to work in the United States Virgin Islands.

The Contractor must be duly licensed in accordance with the Territory’s statutory requirements to perform the work. The Contractor shall be familiar with and knowledgeable of all applicable laws, rules, and regulations pertaining to landscaping and property maintenance. As needed, the Contractor shall obtain all permits necessary to complete the work.
