Workforce Development Board Seeks Public Comments on Waiver Requests

The Virgin Islands State Workforce Development Board (VISWDB) seeks public comments on several waiver requests before it submits them to the U.S. Department of Labor for approval.

The waivers are posted online and available for public comment at www.viwib.org. Please submit comments by 4 p.m., Thursday, Oct. 9. Comments should be submitted by email to viswdb@dol.vi.gov.

Requirements from which the Virgin Islands is seeking waivers include:

Waiver No. 1: Waive 14 Youth Program Elements

Waiver of the requirement under WIOA Section 129 (c)(2) to provide the 14 Youth Program Elements.

Waiver No. 2: Waive the Requirements to Conduct Evaluations for WIOA Programs.

Waiver of the requirement under WIOA Section WIOA Section 129 (b)(1)(A) and 134 (a)(2)(vi); Section 116 (e) and Section 169 (a) to conduct evaluations for workforce activities.

Waiver No. 3: Waive to Increase OJT Reimbursement

Waiver of the requirement under WIOA Section 134 (c)(3)(H)(i) and 20 CFR 680.720 (b) to increase the OJT reimbursement for employers.

Waiver No. 4: Waive obligation of ETP to collect and report on performance for all students

Waiver of the requirement under WIOA Section 116 (d)(4)(A) and 122; 20 CFR 677.230 (a)(4) and (5) and 20 CFR 680.400-680-530 to collect and report on performance data for all students.
