I believe the solution may be to run water taxis between the two docks.
This works effectively in Phillipsburg, St. Maarten, and enhanced the number of places we could visit during our short stay.
The land taxi ride from Crown Bay to Havensight was a miserable experience in January, and wasn't made any more pleasant with the taxi stopping downtown for 20 minutes, in order to 'load up' on passengers. We almost got out of the taxi and walked! My wife and I are seriously considering just grabbing the Tortola fast ferry on our next visit to St. Thomas, until the ports polish up and co-operate.
The only other viable enhancement would be to provide 'express' taxi service between the ports, thus allowing easy migration between the docks, and providing a greater number of visitors for retailers, regardless of which pier they have chosen to locate.
I think Crown Bay has terrific potential, but I still want to be able to visit the WICO retailers as well.
Please improve the efficiency of transfers between the two docks, and watch the numbers increase.
