Kennedy, a BVI resident in his early 20s, was shot in the lower back.
Kennedy, who was paralyzed by the gunshot, was taken to Roy L. Schneider Hospital where has been under emergency treatment.
Kennedy described his assailant as a black man of slender build and 5 feet 11 inches tall, according to a release from Territorial Police Chief Jose Garcia. The man was wearing blue jeans and a tam hat.
Garcia said a spent casing from .380 caliber handgun was found near the scene. Other sources said a vial of what appeared to be cocaine was also found.
