Firearm Found in Discarded Bag Leads to Arrest in Cruz Bay

A 22-year-old man was arrested in Cruz Bay, St. John, Tuesday after officers recovered a firearm linked to illegal drug activity during a surveillance operation, the Virgin Islands Police Department announced.

The arrest followed an investigation by the VIPD Intelligence Unit that began Friday, April 4, when officers conducted surveillance in Cruz Bay targeting suspected drug distribution. During the operation, they observed a Black male, later identified as Rae-Shawn Amani Emmanuel Frazer, carrying a satchel across his left shoulder, according to the police report.

Officers reviewed surveillance footage the following morning, April 5, and observed Frazer discarding the satchel. A firearm was found inside, the police report stated.

Frazer was located, arrested, and charged with possession of an unlicensed firearm and possession of illegal ammunition. Bail was set at $57,000, the report stated.

Man Dead After Shooting Monday Night in Frederiksted, Police Report

A 45-year-old St. Croix man is dead, the latest victim of gun violence in the U.S. Virgin Islands following a shooting Monday night in Frederiksted Town, the V.I. Police Department reported.

Officers responding to 911 calls of shots fired in Frederiksted Town around 10:39 p.m. Thursday found a man lying in the eastbound lane north of the King Cross Street intersection, police reported.

โ€œEmergency Medical Services personnel attempted to provide assistance, but the man had no signs of life. Investigation revealed that he had been shot multiple times to his upper body,โ€ according to the report.

The victim was identified by his family as Isaiah Fawkes, 45. His death marks the fifth homicide on St. Croix this year, bringing the territoryโ€™s total to eight, according to the Source Homicide List.*

The case remains under investigation by the Major Crime Unit of the Criminal Investigation Bureau. Anyone with information is urged to call 911, the Criminal Investigation Bureau at 340-778-2211, or Crime Stoppers at 1-800-222-8477 (TIPS).

Richard Mills Dies at 64

It is with deep sorrow, that we announce the passing of our beloved Richard Mills, known to many as โ€œDOCโ€ or โ€œJamaickyโ€. He was born in Jamaica on April 16th, 1960 and departed this life on March 21st, 2025.

He leaves to mourn his wife of 38 years Olive Mills. 4 daughters Kayon Mills, Shadrene Senior, Richelle and Renelle Mills. 2 sons Richard Mills Jr. and Ryon Mills. 2 siblings Joanne Hinds and Errol Dunkley. 18 grandchildren. Thomas Williams Dies at 85

It is with deep sadness that we announce the passing of Thomas Williams, affectionately known to many as Tallboyย or Brother, who transitioned from this life on March 25, 2025, at the age of 85. Born on May 14, 1939, Thomas was a beloved husband, father, grandfather, brother, and friend. His kindness, laughter, and larger-than-life spirit will be profoundly missed by all who knew him.

Thomas was predeceased by his loving wife Imogene Yasper-Williams, as well as his mother Margaret Williamsย and father Hilton Williams. He leaves behind a large, loving family, including his step-daughter Janice Johnย and step-sons Keithroy, Heskitt, Darryl, and Darwen John. His legacy also lives on through his 17 step-grandchildrenย and 5 step-great-grandchildren, whose lives were brightened by his presence.

A proud member of a large family, Thomas is survived by his brothers Theadore, Johnny, Fixroy, James, Joseph, and Eddie, as well as his sisters Geraldine, Rosemarie, Aloma, Janny, and Piggot. He also leaves behind 55 niecesย and nephews who held him in great affection.

Thomasโ€™ circle of love and support extended far beyond his immediate family. He had cherished friendships that were built on trust, respect, and a shared sense of joy. He was deeply close to his special friends, including Ms. Rita Division, Nurse Cynthia Salcedoย (Broward Health North Florida), Shermaine Hopkinsย (Florida), and Stephanie Maxwell, as well as the devoted members of the Seventh-Day Adventist Church, where he was a beloved participant. His generous and giving spirit touched the hearts of all who had the privilege of knowing him.

Thomas was a man of great faith, and his love for his family and community was a guiding light throughout his life. His humor, gentle nature, and profound sense of loyalty will forever remain in the hearts of his loved ones.

While Thomasโ€™ physical presence will be deeply missed, his spirit will continue to inspire those who carry his memory forward. A celebration of his life will be held at a later date. His family asks that all who knew him come together in love and remembrance.

A funeral serviceย will be held on April 15, 2025, at Divine Funeral Services and Crematory Chapel. The viewingย will begin at 10:00 AM, followed by the serviceย at 11:00 AM.

Christine Veronica Ward Dies at 78

We regret to announce the death of Christine Veronica Ward formerly known as โ€˜Shirleyโ€™ originally resided at Central Fiennes Avenue, Basseterre, St. Kitts but resided in St. Thomas, USVI. She died at the age of 78 years.ย

Impressive Performances by VI Athletes Peters and Smith

Virgin Islands Track and Field Team member Nicola Peters, a freshman sprinter from Jacksonville State University, showcased her athletic prowess at the 2025 Joe Walker Invite held at the University of Mississippi. Competing against a strong field of athletes, Peters delivered commendable performances in both the 200m and 100m events.

In the 200m race, Peters secured the 15th position with a time of 24.77 seconds. Peters also competed in the 100m dash, where she placed 9th with a time of 12.01 seconds

Virgin Islands Track and Field member Mikaela Smith delivered a strong performance at the 2025 Miramar Invitational, held at the Ansin Sports Complex in Miramar, Florida. Competing in the 600m event, Smith faced a competitive field of athletes from around the world.

The University of the Virgin Islands is proud to announce that award-winning actor, best-selling author, entrepreneur, and humanitarian Hill Harper will serve as the keynote speaker for the Universityโ€™s commencement ceremonies. Harper, known for his powerful advocacy and transformative leadership, will address graduates, faculty, and guests at the momentous events to be held on Thursday, May 15, 2025, at 1 p.m. on the Albert A. Sheen Campus on St. Croix, and on Friday, May 16, at 1 p.m. at the Elridge W. Blake Sports and Fitness Center on the Orville E. Kean Campus on St. Thomas.

Annual ODR Report Charts Territoryโ€™s Disaster Recovery Progress

The V.I. Disaster Recovery Office touted the obligation of $18.1 billion toward the territoryโ€™s recovery from hurricanes Irma and Maria in its 2024 annual report, released last week. By the end of the year, the territory had expended more than $3.6 billion and completed more than a thousand projects.

The report highlighted major milestones in the U.S. Virgin Islandsโ€™ seven-year recovery effort reached last year, including the completion of theย Walter I. M. Hodge Pavilionย on St. Croix, the launch ofย Rebuild USVIย and the adjustment to the territoryโ€™sย federal cost-share requirement in February 2024.ย That adjustment upped the federal contribution from 90 to 95 percent for many disaster recovery projects and 98 percent for 241 infrastructure projects.

โ€œThe 10 percent cost share for FEMA disaster recovery grants could have cost the territory close to $2 billion, based on current projections of a $20 billion recovery,โ€ according to the report. โ€œThe long-awaited adjustment will put approximately $1.1 billion back into the hands of the territory.โ€

Under the Rebuild USVI initiative, which Gov. Albert Bryan Jr. formally announced during his 2024 State of the Territory Address, the territory established a โ€œSuper Project Management Officeโ€ to issue billion-dollar procurement bundles.

โ€œThe feedback gained from Tier One contractors was that the way business is done had to change,โ€ according to the report. โ€œThe territory would need to develop projects totaling $1 billion or more, streamline processes, clear lines for decision-making, timely payments, and shared risk procurement.โ€

The Rebuild USVI team awarded a $137 million construction and project management services contract in August, though the runner-up later sued the Virgin Islands government in September,ย alleging conflicts of interest and a violation of federal procurement procedures. A federal magistrate judge recommended dismissal of the claimsย last month.

The report also noted ODRโ€™s launch of the โ€œOwn a Lot, Build A Homeโ€ first-time homebuyer program, which identified 131 โ€œpotential applicantsโ€ and is supported by memoranda of understanding from Banco Popular and the U.S. Agriculture Departmentโ€™s Rural Development. According to testimony ODR Director Adrienne Williams-Octalien presented to the Senate Disaster Recovery, Infrastructure and Planning Committee in February, the program has four applicants.

Under the once-moribund EnVIsion Tomorrow home rehabilitation and reconstruction program, 38 homes had been completed by the end of 2024 and 93 were in the construction phase.

According to Williams-Octalienโ€™s February testimony, the number of completed homes has since risen to 43. The program received 2,084 applicants, of whom 610 were found eligible to have their homes repaired. Williams-Octalien acknowledged continued challenges with the program, including difficulties acquiring the right documents from applicants, permitting delays, rising construction costs and the lack of temporary housing options.

The report also included a message from V.I. Housing Finance Authority Executive Director Eugene Jones Jr., who began by noting the $145 million U.S. Housing and Urban Development-funded acquisition of Vitolโ€™s propane infrastructure. Further, Jones highlighted $527.5 million in allocations to affordable housing rehabilitation, construction and enhancement and $16.7 million in allocations to 28 local businesses through a CDBG mitigation grant.
