On Oct. 28, AARP Virgin Islands State Director Troy de Chabert-Schuster will testify before the 36thLegislature in support of amendments to the Caregivers Leave Act (Bill 36-0086).
This legislation proposes that all full-time employees of the Government of the Virgin Islands — including those employed by independent boards, commissions, agencies, autonomous and semi-autonomous agencies, and other instrumentalities of the government — who are the primary caregivers for a seriously ill spouse, child, parent, or any individual who is a legal dependent of the employee, be entitled to four hours of administrative leave per month for caregiving duties.
The 2025 edition of “Caregiving in the U.S.,” published by AARP and the National Alliance for Caregiving, highlights a rapidly changing landscape in caregiving, with 63 million Americans now serving as caregivers — a nearly 50% increase since 2015, according to the press release.
This surge points to the growing need for family caregivers who provide vital support to individuals with chronic, disabling, or severe health conditions, it said. The report identifies key policy areas that require attention, including financial support, workplace protections, and improved access to services, outlining a strategy for creating a more supportive system for family caregivers, who are essential to long-term care in the U.S.
Currently, one in every four adults is a caregiver, according to the study. Among these caregivers, 94% provide care for adults, and one in three is under the age of 50. Seven out of 10 family caregivers are employed, yet many face significant disruptions and lack access to supportive benefits, particularly the 18 million hourly wage workers, the release stated.
“AARP is advocating for family caregivers who assist older parents, spouses, and loved ones in living independently at home, rather than being placed in nursing homes. Family caregivers need practical solutions that will save them time and money and offer them greater support,” stated de Chabert-Schuster.
