Remembering Detective Delberth I. Phipps Jr.

July 4th marked the tragic loss of Detective Delberth I. Phipps Jr., a revered protector of the community who was shot and killed in the line of duty. The impact of his bravery, dedication, and unwavering commitment to the people of St. Thomas reverberated throughout the territory, leaving a void that could never be fully filled. Not only was Phipps  a police officer, but he was also a devoted father, a loyal friend, a significant other, and a pillar in the community.

A candlelight vigil held in Phipps’ honor took place Friday evening in the courtyard of the Alexander A. Farrelly Justice Complex. The gathering drew countless community members who stood side by side with the officers who had worked closely with Phipps. As tears streamed down their faces, they found solace in each other’s embrace, collectively mourning the loss of a true hero.

Following Neville William’s opening, Officer Roger Arroyo, a dear friend and comrade of Phipps, stepped forward to address the gathering. Arroyo, visibly overwhelmed with emotions, shared poignant memories of their time together, reminiscing about their shared laughter and camaraderie. He described Phipps as a unique individual who possessed a profound understanding of life and cared deeply about his colleagues and the community he served.

In an especially moving moment, Arroyo recalled a conversation where Phipps had asked him why he had chosen a career in law enforcement instead of becoming a preacher. Through tears, Arroyo replied, “Detective Phipps, I don’t want to be a preacher officer. I want to be an officer because an officer’s duty is to protect their people. I am a shepherd because I protect the people I serve. Detective Phipps was the greatest shepherd, and he laid down his life protecting his flock.”

The weight of Arroyo’s words hung heavy in the air, prompting a collective silence to honor the sacrifice made by Phipps. As the silence gradually gave way, Arroyo, wiping away his tears, led the audience in a solemn prayer, urging them to stand together in unity and strength.

Throughout the ceremony, friends and acquaintances of Phipps took turns at the podium, sharing personal stories and reminiscing about the impact he had on their lives. Members of the Love City Riders, a motorcycle group, fondly remembered  Phipps’ love for riding and expressed how dearly he would be missed. Detective Richard Velazquez delivered a somber and heartfelt speech, describing Phipps not only as a coworker but as a younger brother. He acknowledged the pain and grief they all felt, emphasizing the need to hold one another a little tighter and to strive to emulate Phipps’ exemplary character.

As the vigil neared its conclusion, Police Commissioner Ray Martinez, the last speaker of the ceremony, took to the podium. In a poignant address, he paid tribute to his dear friend, Phipps. He emphasized Phipps’ unmatched diligence and commitment, stating that he operated on a whole different level. The commissioner implored everyone to ensure that Phipps’ life was not in vain, urging them to do what is right and to carry forward the legacy of service and dedication that he exemplified. He expressed gratitude to those in attendance for their support and encouraged them to remember that they were part of a close-knit community, just as Phipps would have wanted.

The significance of Phipps’ role extended far beyond that of a police officer. He was a devoted father, a trusted friend, and a beacon of strength and inspiration in the community. The vigil became a testament to the profound impact he had on the lives of those around him.

As the ceremony drew to a close, a candlelight vigil illuminated the courtyard, symbolizing the eternal flame of Phipps’ memory. The community stood united, finding solace and support in one another, vowing to carry on Phipps’ legacy of bravery, compassion, and unwavering dedication.

The vigil served as a poignant reminder that Phipps was more than a name on a uniform. He was a revered guardian, a loving father, a cherished friend, and a symbol of hope for the community. His selfless sacrifice will forever be etched in the hearts and minds of those fortunate enough to have known him, and the community will continue to honor his memory by upholding the values he held dear — service, protection, and unity.

A Community Rise Up Against Gun Violence Walk and Candlelight Vigil in memory of Phipps is planned for Saturday, July 22 from 5 to 8 p.m., organized by the Police Benevolent Association, the St. Thomas Stroke Support Group, Love City Riders and the Democratic Vision Club.

The walk will begin at the Lucinda Millin Home on Veterans Drive and proceed to Emancipation Garden, with prayers by local pastors, singing performances, DJ music and complimentary drinks and hors’ d’oeuvres.

Phipps will lie in state at Government House on Friday, July 28, from 11 a.m. until 3 p.m. The second viewing will be held on Saturday, July 29, at the University of Virgin Islands Elridge W. Blake Sport and Fitness Center from 9 a.m. until 10 a.m. The funeral service will begin promptly at 10 a.m. Interment will follow at the Western Cemetery #3.
