HUD Approves Block Grant Disaster Recovery Money for USVI

On July 10, 2018, the U.S. Department of Housing and Urban Development (HUD) approved the United States Virgin Islands (USVI) Action Plan for Community Development Block Grant Disaster Recovery (CDBG-DR) funds that were appropriated under the Additional Supplemental Appropriations for Disaster Relief Requirements Act.

The Act allocated $242,684,000 for long-term recovery efforts. HUD reviewed the USVI’s Financial Certifications and Implementation Plan and determined the USVI has the capacity to manage these funds and the associated risks of this grant.

As described in the action plan, the USVI will use CDBG-DR funds solely for necessary expenses related to disaster relief, long-term recovery, restoration of housing, infrastructure and economic revitalization in the impacted and distressed areas in the USVI as identified in disaster declaration numbers DR-4335 and 4340.

Additionally, the USVI will expend at least 80 percent of the total award amount within HUD-identified “most impacted and distressed” areas and not less than 70 percent of the aggregate of CDBG Program funds to support activities benefitting low- and moderate-income persons, as required by the Feb. 9, 2018, Federal Register Notice.
