Caneel Bay: Management Meets with Business Community

This is the second of four stories on developments around the Caneel Bay Resort, which has been closed since Hurricane Irma struck the territory in September 2017.

Caneel Bay hosted a meeting June 12 to allow local business owners to see the property and the damage caused by Septembers hurricanes, and to ask questions. It was the second meeting held with Engle and key Caneel staff members within six weeks.

During a tour at the June meeting, several community members expressed surprise that Caneel Bay had done so little to clear away storm debris from the damaged beachfront rooms.

โ€œWe did do some clean up, not only for limited โ€˜curb appeal,โ€™ but to be a good neighbor,โ€ said Executive Director Brad Dow. Two insurance claims have not been finalized, he said, and the cost of clearing out all the debris could be โ€œin the millions.โ€ Caneel Bay does have business interruption insurance, Dow said, but he declined to give out any figures for expected insurance payouts.

โ€œGaryโ€™s efforts are being focused on the retained-use estate; he is not considering cleaning up now,โ€ said Patrick Kidd, Caneel Bayโ€™s director of sales and marketing. The โ€œretained-use estateโ€ is the document issued by Laurance Rockefeller and the National Park Service that spells out what the owner of Caneel Bay Resort must do in terms of developing and protecting the property. Engle has said he wonโ€™t rebuild Caneel Bay unless he gets an extension to the RUE, which expires in five years.

Engle had been negotiating with the National Park Service to extend the RUE since 2010, but over time negotiations broke down.

โ€œWe couldnโ€™t get a draft of a lease in six years,โ€ he said. โ€œMy experience with the NPS was, to put it mildly, disappointing. Iโ€™ve done a lot of deals, but Iโ€™ve never sat down with an organization less equipped and less interested.โ€

Asked about the Park Serviceโ€™s motivation for slowing down the negotiations, Engle said he didnโ€™t care โ€“ he just wanted to get the deal done.

When asked the same question, Joe Kessler, president of the Friends of the Virgin Islands Park, said, โ€œMy sense is the NPS wanted to get this done. They are just constrained by what they can and cannot do. Whether they liked it or not, the law prescribed what could happen, and they would have followed that to the best of their ability and within the limits they had.โ€

As the relationship with the NPS deteriorated in 2015, the NPS approached Caneel Bay about completing an environmental assessment. Engle said he wouldnโ€™t give approval or fund any of the assessments unless a new RUE was signed.

    Sounds like Blackmail to me.
    An environmental assessment is necessary. Too bad Caneel Bay is now under Corporate Thug management.

    The fact that they’ve done so little clean up to the property in the ensuing months speaks volumes.
