Major Capital Improvement Projects Nearing Completion at Public Schools

Under the direction of Education Commissioner Sharon Ann McCollum, Ph.D., the Virgin Islands Department of Education (VIDOE) now directly leads and regulates, within the governor’s prioritizations, the management and delivery of all VIDE Capital Improvement Projects (CIP) that were previously administered through the V.I. Department of Public Works.

Funded largely through the V.I. Public Finance Authority (VIPFA), CIP comprises major renovations to or new construction of DOE facilities in excess of $100,000 per project and with a minimum lifespan of 15 years. While CIP projects are ongoing, many projects have been successfully completed or are nearing completion.

CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECTS’ STATUS:

1. Kean Track Phase III Construction Project:
2. Construction Commenced on 1/30/17 and will conclude on 11/30/17.
3. Project is now 5 percent completed.

iii. PFA Bonds: $1,848,849.61

2. SCEC Track Construction Project:
3. Construction Commenced on 10/24/16 and will conclude on 8/24/17.
4. Project is now 60 percent completed.

iii. PFA Bonds: $1,738,775.88

3. Cancryn PE Building Construction Project:
4. Bid Evaluations were completed on 3/6/17
5. Construction will commence on 6/26/17

iii. The Pre-Construction and Stakeholders’ Project Meeting is now scheduled for 6/12/17.

502. PFA Bonds: $326,502.82
503. Larsen Roofing Construction Project:
504. Construction commenced on 11/28/16 and will conclude on 6/25/17.
505. Project is now 90 percent completed.

iii. DOI-OIA Grant: $275,000.00

5. Gardine Roofing Construction Project:
6. Construction commenced on 10/24/16 and will conclude on 7/5/17.
7. Project is now 90 percent completed.

iii. DOI-OIA Grant: $125,000.00

6. CAHS Track Project:
7. Construction Reinstatement arrived 5/1/17 at DOJ for further processing.
8. PFA Bonds: $2,094,246.50
9. EBO Kitchen Renovation Project:
10. Construction was completed on 12/27/16.
11. Final Payment is now being processed via Department of Finance.

iii. Purchase Order No. 21716: $120,000.00

8. Gomez Fencing Construction Project:
9. Construction commenced on 1/30/17 and will conclude on 6/1/17.
10. Project is now 90 percent completed.

iii. Purchase Order No. 48080: $290,500.00 and Purchase Order No. 14203: $1,000.00.

9. Julius E. Sprauve St. John Playground Construction Project:
10. Construction commenced on 3/5/16 and will conclude on ~10/30/17.
11. Project is now 37 percent completed.

iii. Remained dormant from 9/16/16 until approx. May 2017 due to Department of Finance.

1. Purchase Order 37030: $130,000.00 and Purchase Order 27200: $16,000.00.
2. With full payment on 5/25/17 of Pay Request No. 2 dated 9/16/16, Remobilization is now being established through negotiations of an anticipated change order and, additional funding, via a newly required purchase order, will have to be established by VIDE for said Remobilization Change Order to recommence this specific CIP Project.
3. CHS Music Building Partial Renovation Project:
4. OMB released the funding as detailed within Act No. 7972 for this CIP Project on 5/23/17 and the Engineering Office now awaits DOF’s establishment of the account to process the previously approved Justification Letter for Project’s Architectural Engineering (A/E) Professional Services to secure a Purchase Order (PO) to commence said professional services.
5. A/E Services will take 45 working days after which procurement for construction services will be pursued through P&P for this partial renovation project.

iii. Funding under Act No. 7972 will expire on Sept. 30, 2017.
