Brief: Coastal Zone Planning Director Named

April 20, 2009 — Gov. John DeJongh Jr. has appointed Marjorie Hendricksen-Emannuel to be director of comprehensive and coastal zone planning in the V.I. Department of Planning and Natural Resources.
In making the appointment, deJongh said Emannuel has represented the department before the Legislature on a number of occasions and has earned the respect and admiration of professionals in the public and private sectors.
According to Government House, Emmanuel is spearheading a number of planning initiatives within the Planning Division of DPNR, including the development of rules and regulations for telecommunications towers, the housing revitalization project in Frederiksted, the V.I. Zoning and Subdivision Code Assessment, and the Bassin Triangle Redevelopment / Revitalization Project. In previous years, she worked on the development and the update of the draft Comprehensive Land and Water Use Plan.
Emmanuel began her public career with the former V.I. Department of Commerce, where she engaged in economic planning and analysis for four years while working in various capacities as a research analyst. She later worked as an economist in the Community Development Programming Unit. Since the creation of DPNR in the late 1980s, Emmanuel has worked in the Division of Comprehensive and Coastal Zone Planning and has held positions such as senior planner, assistant director, acting director, assistant zoning administrator and director.
Emmanuel holds a master's degree in public administration and a bachelor's degree in social sciences from the University of the Virgin Islands. She has also undertaken courses of study with the Lincoln Institute of Land Policy and the Plantizen: Urban Planning, Design and Development Network.
