Do the Delegates Even Care?

Dear Source:

While some of the delegates to this convention might have their heads and hearts in the right place, there is the 800 lb gorilla in the room (no offense intended) who is an habitual roadblock to any progress this territory might hope to achieve.
How many times has this fifth convention failed to muster a quorum? And the delegates are supposed to be people with free time on their hands, at least enough to attend these important meetings. What are their excuses? Do they even care about this important mission? In a typical fashion, they simply extended the deadline instead of getting the work done.
