Francis officially cut the ribbon along with Scotiabank's Senior Vice President Pat Minicucci and Lawrence Aqui, vice president of Scotiabank USVI and BVI, in the New East End Plaza. Local residents and visitors have the opportunity to win prizes, most of which are gift certificates and discounts at local Red Hook business, according to Scotiabank.
