Brief: No Quorum for Constitutional Convention Confab

July 15, 2008 — A scheduled meeting of the Judiciary Committee of the Constitutional Convention at the University of the Virgin Islands was unable to rally a quorum Monday night.
The four-hour scheduled meeting was slated for the university's Conference Center, with a joint videoconference to the St. Croix campus. But the meeting was changed without notice to another room.
A guard at the university's conference center was unaware of any Constitutional Convention meeting at the facility.
"When the room situation was resolved, not enough delegates had shown up to form a quorum. Therefore the meeting was canceled by the chair, attorney Douglas Capdeville," said Gerard M. Emanuel, secretary for the Constitutional Convention.
