Police Arrest Two, Add Two to V.I. Most Wanted List

Feb. 12, 2008 — Police on St. Thomas have arrested two more suspects on the department's Most Wanted list, Kurt Bougouneau and Lazcano Alvrio Warrell.
Bougouneau, 24, was wanted on a third-degree assault charge in connection with a Dec. 27 incident in Frydenahl, according to a police news release. He was born on Dominica, W.I., and lived at Smith Bay on St. Thomas.
Warrell, 31, a St. Thomas native, was wanted on a third-degree assault charge in connection with a Sept. 5 incident in the Bovonia area.
Police Commissioner James H. McCall praised local media for helping to publicize the Most Wanted list.
"This is a clear example of the media, the community and the police department working cooperatively for the safety of the community," he said, according to the release.
Log on to the police website, vipd.gov.vi, to view the latest additions to the V.I. Most Wanted.
The latest additions to the list are Steven "Omph" Malone, 26, and Joel "Renzo" Vicars, 21.
Malone is wanted on a third-degree assault charge in a domestic-violence incident. The St. Croix native weighs 240 pounds, has black hair and brown eyes and a dark complexion. He is known to frequent Frederiksted and Concordia. Malone is on supervised probation. If seen call 911 or Detective C. Smith in the Domestic Violence Unit at 712-6040.
Vicars, who lives in Hidden Valley, St. Thomas, is wanted on charges of first-degree robbery and grand larceny in incidents that occurred June 15 and Nov. 7 in Anna's Retreat the Tutu High Rise. He stands 5 feet 7 inches tall.
