PFA Coordinator Turnbull Resigns, Faces Federal Fraud Charges

Sept. 29, 2007 — Brian Turnbull quit his position as a senior project coordinator for the Public Finance Authority Friday, less than two months after his indictment by a federal grand jury.
Turnbull held the position for the past eight years, overseeing PFA-driven projects and providing oversight on other projects developed by the V.I. government, according to a statement.
But his tenure ends under a cloud. He and five others were indicted in August on wire fraud and conspiracy charges, including conspiracy to commit money laundering in connection with an alleged operation to defraud the government of more than $5 million, according to the U.S. Attorney's Office.
PFA Director Julito Francis said in the statement that the PFA is transitioning project management functions to the Public Works Department. Starting Monday, PWD Commissioner Darryl Smalls will take on the responsibility of updating the public on all capital projects in the two island districts.

The PFA, chaired by Gov. John deJongh Jr., will continue to receive and process payment requests for all capital projects funded from bond proceeds.
