Dear Source:
Oh my goodness! Let me get this straight! I lived on the island of St. Croix for over 25 years. I was not born there so according to this latest bit of nonsense I could not vote on a constitution. I have not lived on St. Croix in a permanent capacity for the past four years. HOWEVER – my grandson was born on St. Croix and lived there for the first three years of his life. He has not been there since, except for visits. He is now 24 years old and in the U.S. Coast Guard. He would be eligible to vote on a constitution. He hasn't a clue about Virgin Islands status or politics. But he could vote. By the way, he could also be Governor. Maybe you had better rethink this proposition!
