I think one of the issues in finding medical workers is housing. Yes, usually they are paid well, but it does not pay to give up jobs stateside to go to St. John and have to spend their total salary on housing—-if they can find decent affordable housing at all.
St. John home rental/ownership is almost out of the question for the working class.
