The 24th Legislature of the Virgin Islands will be sworn in at 10 a.m. Monday in ceremonies at Emancipation Gardens, but Gov. Charles W. Turnbull will not deliver his State of the Territory address that evening.
Turnbull announced late Thursday that his address, traditionally given on the second Monday of January following the Senate swearing-in, will be delayed until Jan. 16. No reason was given for the delay.
The public is invited to the swearing-in by Presiding Territorial Court Judge Maria Cabret, after which the new senators will proceed to the Earle B. Ottley Legislative Hall to organize the new Legislature. Following the opening session, a public reception and luncheon will be held in the courtyard for residents to meet the new legislators.
Music and song for the ceremonies will be provided by singers April Jackson of All Saints School, Shekima Jones-Smith of St. John, Malcolm Evans of St. Croix, Neomie T. Williams of Eveln Marcelli School and the Charlotte Amalie High School Marching Band.
