TURNBULL NAMES TOP COPS

Gov. Charles W. Turnbull has appointed Capt. Jose A. Garcia as police chief of the territory and Lt. Novell Francis as deputy chief of police for St. Croix.
The new deputy chief for St. Thomas will be Capt. Theodore Carty, according to a release from Government House on Monday afternoon. Officer Ronald Hatcher will become the department's training director.
Garcia, who has been on the police force for 30 years, is now the acting police chief of St. Thomas. He has been acting director of the narcotics strike force and acting deputy chief of police. In addition to winning several commendations and awards, Garcia also earned his bachelor's degree along the way.
Francis, who has been the acting deputy chief of police for the last two years, has been on the force for 12 years. He has been commander of the juvenile bureau, patrol supervisor and supervisor of the investigation bureau.
Carty has worked with the investigation bureau, insular investigation unit and narcotics strike force.
Hatcher, who holds a master's degree in social science and criminal justice, will be the principal instructor of the training academy. He is also an instructor in police science at the University of the Virgin Islands.
The Government House announcement said appointment of a deputy chief for St. John will be announced later.
