KEITHLY JOSEPH NAMED ACTING HEAD OF PSC

Keithly Joseph, former executive director of the V.I. Taxicab Commission, has been appointed acting director of the Public Services Commission.
Gov. Charles W. Turnbull announced the appointment Tuesday. Joseph replaces former PSC director Alex Petersen, who resigned in December.
The PSC has come under sharp criticism for more than a year because of its rulings affecting the V.I. Telephone Corp., including the PSC’s refusal to investigate telephone-rate reductions in the wake of huge tax breaks granted to Vitelco by the Industrial Development Commission.
