ENERGY REBATE MEETING SET FOR BUSINESSES

Sept. 11, 2001 – If you've got a business that sells energy-efficient products such as wind generators, solar panels, solar hot water systems, and compact fluorescent lightbulbs, the V.I. Energy Office invites you to a meeting on St. Croix or St. Thomas about participating in an upcoming federal rebate program.
The rebate program this time does not include major appliances such as refrigerators, air-conditioning units and washing machines. "No appliances," Jamal Nielsen, spokesman for the energy office, said.
The St. Croix meeting will be held at the Planning and Natural Resources Department conference room on Monday, Sept. 17. The building, which is pink, is located across from the Ann Abramson Bus Terminal on the Queen Mary Highway in Mars Hill outside of Frederiksted.
The St. Thomas meeting will take place on Tuesday, Sept. 18, at the department conference room on the second floor at the Cyril E. King Airport terminal.
Both meetings are begin at 2 p.m.
The federal energy rebate program allows consumers to get a price break on energy-efficient items bought at local stores that agree to participate in the program. The items for which rebates are available change yearly. "This year, the focus is on renewable energy," Nielsen said.

ARMY CORPS OFFERS CONSTRUCTION COURSE

Delegate to Congress Donna Christian-Christiansen has announced that the Army Corps of Engineers will conduct a Construction Quality Management course for contractors who desire to perform work for the Corps, on Oct. 4 & 5.
The 12-hour training instructs contractors, superintendents, quality control staff and foremen in quality controls and how it relates to Owner Quality Assurance.
Tuition for the course is $25 to cover the cost of materials.

KETURAH NICHOLAS FUNERAL SERVICES

Keturah Nicholas, age 89, died at home in Wintberg on Sept. 6. His funeral is set for 10 a.m. on Thursday, Sept. 13, at the Seventh day Adventist Church on Raphune Hill. Viewing prior to the service will be from 9 to 10 a.m. at Philadelphia Seventh Day Adventist Church.
He is survived by sons Erick and Fred Nicholas; daughters Marbina Henry, Phyllis Georges; step daughter Joan Nicholas; grand-children and great grandchildren; and many other relatives and friend too numerous to mention.

PUBLIC FIGURES OFFER COMMENTS ON ATTACKS

Sept. 11, 2001 – Following are excerpts from statements issued by public officials in response to the terrorist attacks on the U.S. mainland Tuesday.
Senate President Almando "Rocky" Liburd:
As Virgin Islanders, with family and friends living and working in the World Trade Center and the Pentagon, we at the Legislature express our shock, sadness and condolences to the people of New York, Virginia and Washington, D.C.
We are also concerned for one of our local business partners, American Airlines, whose jetliner, a 767, was apparently hijacked and intentionally crashed into the Trade Center.
I ask that each and every Virgin Islander take a minute today to pray for the souls of those individuals killed and injured in these tragedies. I have also ordered the V.I. flag at all Legislature buildings to be flown at half [staff] for the dead and injured, and I urge that all government buildings do the same.
Sen. Adlah "Foncie" Donastorg:
I know that we have been isolated by the closure of our ports and by lack of long-distance service, and this is frustrating when so many of us have friends and loved ones who may have been personally touched by this tragedy. But I am urging everyone to follow instructions from law enforcement and VITEMA, and to cut down on non-essential phone calls until things begin to normalize. I can't emphasize enough the importance of remaining calm during a time like this.
We are Virgin Islanders, but we are also Americans, and when a disaster strikes, we are reminded of just how deeply we are all connected. I know that the people of this territory join me in offering heartfelt condolences to the families of the many victims of this horrifying attack on our beloved country.
Sen. Norma Pickard-Samuel:
A release from her office conveyed her "shock and dismay" at the "senseless terrorist attack on our nation's capital and our largest city. This wicked coordinated terrorist act on lives and properties left a trail of blood and destruction on the street of our cities."
The release extended her condolences and called "for all citizens of this great nation to band together to assist in the search and the capture of the cowards who committed this atrocious act against our nation." It also expressed her concern "for the well-being of the many Virgin Islanders and Caribbean people who work in the World Trade Center building and also for the many Virgin Islanders and her many personal friends who are employed at the Pentagon building."
Also, the release cited Pickard-Samuel as encouraging "everyone to play and give support to our servicemen and women who may go to war and risk their lives as a result of these attacks." It further stated that "she is confident that the leaders of our great nation will not rest until the perpetrators are brought to justice."
Sen. Carlton Dowe:
These horrendous acts may have produced tens of thousands of casualties and possibly thousands of deaths. Whoever is responsible for this catastrophe must be hunted down and punished.
We must all pray for the families of those who have suffered from this tragedy. We must pray for a speedy recovery for the injured. May God continue to console us in this time of grief. May God continue to bless America.
Education Commissioner Ruby Simmonds:
It has come to my attention that several employees have relatives working in the buildings which have been impacted. Please know that my prayers are with all those who are awaiting news, and I pray that your loved ones are safe.
(A release said Simmonds indicated that the Education Department's Human Resources Division and Public Relations Office "are available to assist employees with emergency support services during this crisis period."

GOVERNOR CITES SECURITY PRECAUTIONS

Sept. 11, 2001 – Gov. Charles W. Turnbull issued the following statement at noon Tuesday in response to the mainland attacks:
Fellow residents of the Virgin Islands, as you must know by now, the nation and its territories are under attack by vicious terrorists. We must all take precautions to safeguard lives and property here in the territory.
Today is a day of national catastrophe of unparalleled dimensions. The worst nightmare of civilized people around the world has become reality. The people of the United States Virgin Islands join all Americans and the people of the civilized world in expressing our outrage and absolute repugnance at the heinous attack against innocent people in Washington and New York and elsewhere in the nation this morning, bringing with it a human tragedy of immeasurable extent.
We pray for all who have been wounded or suffered loss of precious life this day. We ask Almightly God to have mercy on the souls of those who have died and pray for comfort of the loved ones, friends and families.
As a result of the horrifying events of this morning, without a clear idea of the extent of the terrorist attack against our great nation, I have directed Police Commissioner Franz Christian and the adjutant general of the Virgin Islands National Guard, Maj. Gen. Cleave McBean, to take the necessary precautions to safeguard all public buildings and facilities throughout the territory.
I have been in contact with Lt. Gov. Gerard Luz James II, Senate President Almando "Rocky" Liburd and the chamber of President Judge Maria Cabret to insure we are all working together to protect lives and property.
I have also contacted Mr. Alexander Moorhead of Hovensa, who has assured me that he is taking all precautions to protect the refinery and its associated properties. Similar discussions have taken place with Mr. Edward Thomas and Calvin Wheatley of West Indian Company Ltd. to safeguard the West Indian Company dock, and the Port Authority to increase security on all Port Authority facilities across the territory.
I urge everyone in the territory to take the necessary precautions to safeguard yourselves and your loved ones as we await further information of this tragedy.
As we witness the horror of the events that continue to unfold across our nation, let us ask God to continue to bless our great nation, our president and the leaders of our nation and pray that God may guide and bless their decisions and actions in the days and weeks ahead.

After the governor read his statement on WVWI Radio, he told news director Jean Greaux that the Coast Guard was "making sure" the two cruise ships in port at St. Thomas Tuesday were safe. "The seaports aren't closed," Turnbull noted.
The governor said that Dean Plaskett, Planning and Natural Resources commissioner, had issued a list of buildings and installations to be secured "to the highest degree." They include the Hovensa refinery and the Divi Carina Bay Casino on St. Croix; Marriott's Frenchman's Reef Beach Resort on St. Thomas, and The Westin Resort on St. John; Government House; the Water and Power Authority plants; the Finance Department offices; the Crown Bay container port; and the airports and hospitals on St. Thomas and St. Croix.
"We can't announce everything we are doing now," Turnbull said. "This is a very serious matter. Never has a vicious attack like this happened in the history of the world."
Lt. Gov. James and Maj. Gen. McBean stood with Turnbull as he issued his message. At its conclusion, James cautioned residents to be calm. "We can help each other just by talking with those who have family members working in New York," he said.
McBean, who is in charge of the V.I. Territorial Emergency Management Agency, said the territory had been placed on a heightened state of alert, and "we are taking appropriate actions. I can't name them, but the V.I. key assets are protected."
Turnbull said action was being taken to coordinate efforts of the Tourism and Human Services Departments to assist visitors who are unable to leave the territory until flights resume. He said he was meeting with the Coast Guard, FBI and Police Department officials.
The governor cautioned all residents to "look with great scrutiny at everything."
