Office of Disaster Recovery Releases 2023 Annual Report Paving a Pathway to Resilience

The Office of Disaster Recovery – United States Virgin Islands

The Office of Disaster Recovery (ODR) announces the release of its 2023 Annual Report, highlighting the agency’s strategic priorities, critical challenges and significant achievements experienced from August 2022 to September 2023.

The report marks a major shift as the end of 2023 draws to a close, seeing multiple projects move from pending awards to fully obligated. From January 2023 through August 2023, obligations grew over 100% compared to last year, with over $2.2 billion of obligated funds received.

“Looking ahead to the coming year, we can expect construction activities to focus on priority sectors, with significant spending dedicated to the restoration of seven educational facilities, as well as six Head Start centers across all three islands. The addition of other critical complex projects, such as the prudent replacement of wastewater and water lines, will afford the territory an unprecedented opportunity to reshape its outdated infrastructure. The Office of Disaster Recovery is committed to guiding the territory through the next phase of transformation,” said ODR Director Adrienne L. Williams-Octalien.

The Office of Disaster Recovery continues to work diligently to secure the maximum amount of funds available to the territory. In 2023, funding allocations rose from $8 billion to $10 billion, increasing the territory’s potential to meet or exceed $15 billion over the next few years.

Despite the challenges outlined in this year’s report, there is a light at the end of the tunnel. With innovative ideas and continuous stakeholder development and collaboration, the ODR remains dedicated to finding solutions and ensuring all federal funding is spent correctly and expeditiously.
