St. Croix Woman Arrested for Fraud and Cashback Scheme

A St. Croix woman was arrested and charged with forgery, grand larceny, and embezzlement on Friday, police say.

Charleen Isaac, 53, was arrested at the office of Fish & Wildlife in Frederiksted, St. Croix. Isaac was charged with forgery, obtaining money by false pretense, grand larceny, access to a computer for fraudulent purposes, and embezzlement.

In June 2020, the Economic Crime Unt initiated an investigation that revealed Isaac, who was an employee of the HERCARE business, applied for a PPP loan under the business of HERCARE and from July 15, 2020, to De. 24, 2020, she wrote 13 checks against the account of HERCARE. Some of the checks were written out to herself, and some to cash without the business owner’s permission. The business suffered a loss of $39,411.39.

Isaac was transported to the Wilbur H. Francis Police Operation Building in Frederiksted, where she was processed and booked. Bail was set at $35,000.00. Isaac was granted 10% bail, and she posted $3,500.00 and was released pending an advice of rights hearing scheduled for Aug. 29.
