Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources (DPNR) encourages property owners, builders, design professionals, real estate and insurance professionals, and others to learn about why and how the DPNR manages development in floodplains to protect people and property.
DPNR’s Division of Building Permits has released a Quick Guide, which is a short readable format with lots of illustrations that explains the National Flood Insurance Program and DPNR’s responsibilities to manage floodplain areas. The guide shows examples of flood maps and explains how to use an online tool to save a map based on the property address.
The Quick Guide also explains how development can make flooding worse and how property owners can minimize environmental impacts through careful planning. The basic requirements for buildings that are included in the Virgin Islands Building Code are illustrated as well, including elevating living areas above the flood level.
