Lieutenant Governor Roach Names Monica Carbon Chief of Staff

United States Virgin Islands Office of the Lieutenant Governor

Lt. Gov. Tregenza A. Roach, Esq. has appointed Monica W. Carbon Esq. as chief of staff of the Office of the Lieutenant Governor, effective Aug. 7.

In her capacity as chief of staff, attorney Carbon will be responsible for the overall management and operations of the office under the direction of the lieutenant governor. No stranger to this office, Carbon has served as the legal counsel at the Division of Banking, Insurance and Financial Regulation since March 2015. Throughout her tenure at the division, she also served in the roles of chief of licensing and insurance licensing examiner, according to a press release issued by the Office of Lieutenant Governor.

“After much deliberation, I selected attorney Carbon because she is just such a good fit. Her selection allows me the opportunity to have a key leadership person who is intimately familiar with the various divisions of the Office of the Lieutenant Governor and at the same time to promote from within the organization,” said Roach.

Prior to her duties as legal counsel at the division, Carbon worked at the Virgin Islands Department of Justice as counsel to the attorney general for eight years. She also worked as a judicial law clerk at the Territorial Court of the Virgin Islands and was an associate attorney at the Law Offices of Frazer & Williams.

Attorney Carbon is a graduate of the University of Maryland, with a Bachelor of Arts in Sociology with a minor in psychology. She also holds a Juris Doctorate from the University of Cincinnati, College of Law. She has been a member of the Virgin Islands Bar since 2001.

Roach extends appreciation to Claudette Farrington, director of business and financial management, who performed duties as the acting chief of staff since her inauguration on Jan. 7, 2019. “Ms. Farrington has done a remarkable job performing essentially in both capacities, and I am indeed grateful for her willingness to serve the agency as needed. She now returns to her fiscal position where she will continue to contribute her talents in a leadership role in the Office of the Lieutenant Governor,” said Roach.
