She came to the Virgin Islands in the late 60s, recruited to work as a social worker in the Children and Youth Project, a then new federal initiative aimed at providing comprehensive care to children with special needs. Later, she assumed the position of head of the Office of Medical Assistance, Department of Health. Under her strong leadership, the program was noted for structure, efficiency and integrity. She held that position until her retirement. She remained active as an advocate for the mentally ill. She was preceded in death by her husband, parents and siblings. She is survived by a nephew, Brad Tiffany; a niece, Ann Marie Mulvey; a niece-in-law, Diane Tiffany; close friends: Norma Levin, Fay Francois and Dr. Maxine Nunez; goddaughter, Dr. Marcella Nunez Smith; as well as numerous other caring friends and relatives.
A memorial service will be held at 10 a.m. at Sts. Peter and Paul Cathedral on Friday, July 8, preceded by a prelude and rosary at 9:30 a.m.
