Police Arrest Two Who Have Records Stateside

Jude EtienneTwo men arrested Thursday night by a V.I. Police Department saturated patrol have proven to have criminal histories in the states, the department announced Friday.

Police on St. Croix arrested several people on drug charges during the patrol. Background checks showed one suspect has an active warrant in New Jersey and may be extradited and another suspect has an extensive criminal record in Florida.

At about 5:30 p.m. police arrested Okeo Felix, age 20, and Akil Joseph age 25, both residents of Estate Mon Bijou. Felix was charged with possession of a controlled substance and placed on a $1,000 bail which was posted. Joseph fled from police but was captured. He was charged with possession of a controlled substance with intent to distribute and held on a $10,000 bail. Felix and Joseph were both in a crowd of individuals loitering on the main road near Estate Mon Bijou homes, according to the police reports.

Etienne Jude, age 37 of Estate Upper Love, and Serry S. Randolph, age 31 of the Frits Laweatz housing community, were arrested at about 7:30 p.m. and charged with simple possession of a controlled substance. The suspects were among individuals loitering at the Consumer’s Gas Station in Estate Grove Place. Both were held on a $1,000 bail each and remanded to custody at the Golden Grove Adult Correctional Facility.

A background check run on Jude, who was born on St. Croix, revealed that he has an extensive criminal record in Miami Dade, Broward County and Fort Lauderdale areas of Florida. He was previously arrested in that state for sexual acts against a child. Investigation into Jude’s background is ongoing.

Serry RandolphSerry Randolph has an active warrant in Camden, N.J., a police background check revealed. The County Sherriff’s Department said Randolph is wanted for selling heroin within 1,000 feet of a school. VIPD officers are speaking with New Jersey police to determine if Randolph will be extradited to face charges there.

And at about 9:30 p.m. police arrested 27-year-old Nicole Pascal of Mutual Homes housing community and arrested her for simple possession of a controlled substance. Pascal was arrested in the area of Bassin Triangle in Christiansted when the vehicle she was driving drove past a police vehicle and the strong odour of marijuana was detected.

St. Croix Police Chief Christopher Howell, who leads the saturated patrol team along with Special Operations officers, said concerned citizens have reported illegal activities taking place in both the Mon Bijou and Consumer Gas Station areas. Chief Howell said zero tolerance will be enforced at these and all locations identified by the community and officers as trouble spots.

Howell also called the two suspects whose background check revealed more serious crimes, "a prime example of a person arrested for what may be considered to be a minor crime and more serious crimes are uncovered, such as in this case, heroin sales and sexual crimes against children.”
