Enforce the Law: Avoid Tragedies

Dear Source:
Why is a new law needed when it seems to me that I remember the practice of children riding in the back of pick-up trucks was banned years ago? Let's ensure the existing laws are enforced instead of ignored. There's another law requiring children below a certain age, to wear helmets while riding bikes. This law was included in one requiring lights & other safety equipment for bikes. This was in response to a child being killed by a car while riding a mini-bike in Bovoni. Why is there no outcry until someone is tragically & needlessly killed?
