April 18, 2009 – Public and private organizations across the territory may again participate in the 21st Century Community Learning Center (21stCCLC) Competition for grants to establish community learning centers across the territory. The program is authorized under Title IV, Part B of the federal Elementary and Secondary Education Act and allocations for each state are based upon the state's student enrollment. The deadline to submit complete applications is Tuesday, June 30. No extensions will be granted, according to a press release from the V.I. Department of Education.
Education Commissioner LaVerne Terry said the purpose of the grant program is to create local community learning centers that will assist learning and development for school-age children and their families during out-of-school time. "These centers will provide academic enrichment opportunities to enable children, particularly students who attend high-poverty and low-performing schools, to meet high standards in core academic subjects. These students will also participate in a broad array of enrichment activities that can complement their regular academic programs; and receive, with their families, literacy and other educational services," she said.
Education will make competitive local grants to eligible organizations to support the implementation of community learning centers that will assist student learning and development. Eligible applicants are public and private organizations including, but not limited to, schools, non-profit agencies, other governmental agencies, faith-based organizations, institutions of higher education and for-profit corporations.
Interested persons or organizations can obtain applications from the DOE offices located at 1834 Kongens Gade, St. Thomas or 2133 Hospital Street, Christiansted, St. Croix. Organizations applying for a Fiscal Year 2009 21st Century CCLC grant must submit a letter of intent by May 15. The purpose of the letter is to allow for proper Grant Read planning and to ensure both the applicant and primary partner have discussed and agreed to a 21st CCLC partnership, program goals and embrace an active role in the 21st CCLC program. Submitting the letter of intent does not indicate that the application has been finalized nor does it mandate the applicant finalized an application.
The Letter of Intent must include:
· The applicant/organization's full name, mailing address to include district and main telephone number
· Applicant's lead contact person and his/her contact information including name, mailing address (including district), e-mail address, telephone and fax numbers
· Applicant's Internal Retrieval Number (IRN) if already acquired
· The partner organization's name, mailing address (to include district), and main telephone number
· The partner organization's lead contact person and his/her contact information including name, mailing address with district, e-mail address, telephone and fax numbers
· Applicant designee and primary partner-designee signatures, titles and signing dates
