Safety Belts and Pickup Trucks

Dear Source:
Sick, Sick, Sick …How possibly could the VIOHS, the VI Police Dept., or any one else involved in promoting safety with this campaign, be seriously concerned with safety when they continue to allow (and obviously ignore) children and adults alike, being transported [unbuckled mind you] daily in the rear of pickup trucks across these dangerous roadways.
I have yet to hear this issue publicly addressed. Please correct me if I am wrong.
