Carter Tapped For Insular Superintendent Of Schools

Aug. 16, 2005 – Dr. Emily Carter, currently the acting insular superintendent for the St. Thomas/St, John district, is set to officially drop the acting from her title.
Gov. Charles V. Turnbull said in a press release Tuesday that he has appointed Carter to assume the position that became vacant upon the retirement of William L Frett, former insular superintendent.
Before her previous appointment as deputy insular superintendent, Carter was principal of E. Benjamin Oliver Elementary School for eight years. She received her bachelor's degree in elementary education from the University of Maryland, College Park; her master's degree in administration from the College of the Virgin Islands and her doctorate degree in educational leadership from the University of Miami.
"Dr. Carter is certainly highly qualified to lead the St Thomas/St. John District in her role as insular superintendent I am confident that she will improve on the positive steps already being implemented toward advancing our educational system. 1 look forward to the significant contributions she will continue to make to the department as we move forward in giving our children the best education possible. " Turnbull said in the press release.
