Dear Source,
With rousing elation I congratulate Charlene Kilpatrick on her selection as Carnival Queen for 2004, and I sincerely applaud the judges for their insightful selection, assuredly based on the "whole person" view.
Ms. Kilpatrick was a junior ROTC student of mine when I had the privilege of administering the Charlotte Amalie High School JROTC program; she is a terrific young lady, cadet, student and junior citizen; it is also my belief that she is a product of a caring family and a Defense Department program that focuses on helping young people to be better citizens.
Whether her picture was not judged the best, or whether her evening gown only sparkled, Ms. Kilpatrick will continue to make the U.S. Virgin Islands community proud of this choice!
