Dear Source,
Of all the solutions presented in your poll, the most palatable seems to be Donna Christensen's congressional proposal. Although I am not fully informed on the details of the bill, I am mildly cynical about the governor and legislature appointing and approving a chief financial officer for the territory. It is fair to say that it is their failings that have led over the years to the current mess.
The amount of debt per capita is staggering. The level of unprofessional public administration is truly saddening. The breadth and depth of VI government needs a complete overhaul. The folks in charge have had their chance – since the problem continues – one wonders if they are part of the solution of just adding to the problem?
The solution to any budget crisis is twofold: Stop spending money you don't have – and – don't borrow money unless you have a proper plan for servicing the debt.
Bottom line – there is an immediate need (not next year – now!) for a professional financial administrator with sweeping powers. The legislature must act or watch the territory self-destruct in a financial maelstrom. Each day the legislature fails to act – the remedy becomes harder and tougher to swallow. The current methods are not working.
Self-interest is a powerful force – when I retire to the territory, I would rather you have cleaned up this messy, financial glop, so that I don't have to bear an oppressive tax structure to continually feed a budgetary black hole.
