GOVERNOR HAS NEW DRUG POLICY ADVISER

Jan. 17, 2002 – Col. Eddy G.L. Charles Sr. has been named by the governor to serve as the territory's drug policy adviser — and by virtue of that position to head the V.I. Law Enforcement Planning Commission.
Charles could not be reached for comment, but Government House spokeswoman Rina Jacobs-McBrowne said Gov. Charles W. Turnbull made the appointment last week, and Charles started work on Jan. 11.
A career military officer with a total of 31 years of service in the Army and the V.I. National Guard, Charles last served as deputy commander, Territorial Area Command, which made him the second-ranking officer in the V.I. National Guard.
He holds a degree in business management and English from New York Institute of Technology and is working toward his master's degree in international relations at Troy State University.
Charles fills the spot left vacant when Turnbull fired Wayne Chinnery in July 2000 after Chinnery was accused of assault.
