Jury Duty is a Cornerstone of Justice

Every day, the Superior Court of the Virgin Islands is entrusted with resolving disputes that profoundly affect lives. Families seek protection, crime victims seek justice, defendants rely on a fair trial, businesses resolve disagreements, and citizens turn to the courts believing that the law will provide an impartial forum. None of this is possible without one essential ingredient: jurors.
Jury service is one of the highest forms of public service in our democracy. It gives ordinary citizens an extraordinary opportunity to participate directly in the administration of justice. While judges oversee the legal process, it is jurors who bring the wisdom, judgment, and collective conscience of our community into the courtroom.
In a small community like the Virgin Islands, every person who answers a jury summons matters. When large numbers of prospective jurors seek exemptions or fail to appear, the impact reaches far beyond the courtroom. Trials must often be delayed or rescheduled, victims and families wait longer for resolution, parties incur additional costs, and the public’s confidence in the justice system is strained. Justice delayed is too often justice denied.
The Superior Court fully recognizes that there are legitimate reasons why some individuals cannot serve. Serious illness, significant caregiving responsibilities, financial hardship, and other genuine circumstances deserve careful consideration. Our goal has never been to require service from those who truly cannot fulfill this civic obligation.
At the same time, I respectfully ask prospective jurors to approach a jury summons with an open mind and a willingness to serve if they are able. I also ask physicians and other professionals who provide documentation supporting exemption requests to do so thoughtfully and only when medically or otherwise professionally warranted. The Court relies on these certifications and trusts that they reflect careful professional judgment. That trust is an important part of ensuring that exemptions remain available for those who genuinely need them.
Our justice system belongs to all of us. It depends not only on judges, lawyers, law enforcement officers, court staff, and other public servants, but also on citizens who are willing to answer the call when asked to serve. Jury duty is not merely an inconvenience to be avoided; it is an investment in the fairness, safety, and integrity of our community. When you serve as a juror, you help ensure that every person who enters our courthouse receives the fair and impartial hearing that the Constitution promises. That is a responsibility worthy of your time, our commitment, and our respect.
This message is not intended to influence the outcome of any case or to comment on any matter pending before the court. Rather it is intended to educate the public about the indispensable role that jurors play in our system of justice and to encourage thoughtful reflection on the importance of this shared civic responsibility.
I hope that when your summons arrives, you will view it not simply as an obligation, but as an opportunity to strengthen justice in the Virgin Islands for all who call these islands home. By answering that call, you can help preserve a justice system that protects the rights and liberties of every member of our community.
