Judge Herman Moore

Herman E. Moore of Chicago, a federal judge appointed by President Franklin D. Roosevelt and confirmed by the U.S. Senate, took the oath of office on Aug. 10, 1939 as the U.S. District Judge of the U.S. Virgin Islands, taking his post on Sept. 14 that year.
