Architectural and Engineering Services – Interim Hospital Facility

Sealed proposals, entitled SRMC:  ROY L. SCHNEIDER HOSPITAL – Programming, Design and Development of Temporary Hospital Facilities, 9048 SUGAR ESTATE, ST. THOMAS, U.S. VIRGIN ISLANDS, will be received by the SRMC Procurement Office at 9048 Sugar Estate, St. Thomas, U. S. Virgin Islands until 4 p.m., on March 22, 2018.  Proposals will be privately opened.  Proposers may not be present.  A Pre-Proposal Conference will also be held in the Facilities Management Conference Room, 1st Floor, at 10 a.m. on March 7, 2018 and potential bidders on this contract are urged to attend.  There will be a site tour immediately following the Pre-Proposal Conference.

The Work consists of two phases.  Phase I is for the assessment of existing site conditions, utilities and to develop programmatic specifications and requirements to generate a subsequent Request For Proposal (RFP).  The subsequent RFP or Phase II is to develop a scope of work that would enable the selection of a vendor to supply, deliver and install the temporary hospital facility.  

The Contract is under and subject to:

  1. Minimum wage rates as established by the Secretary of the U.S. Department of Labor.
  2. Executive Order 11246 of 24 September, 1965, as amended, and to the Equal Employment Opportunity clause.

The schedule for completion of the Contract is 180 calendar days after issuance of the Notice To Proceed.  Phase I completion is 45 days and Phase II is 135 days.

No bid may be withdrawn for a period of 30 calendar days after scheduled closing time for receipt of Bids.

The Contractor agrees to use local personnel for the categories of surveyors, journeymen, mechanics, laborers, apprentices, or trainees and local products to the maximum extent possible whenever such policy does not increase the cost to the Owner.  The Contractor agrees to follow the resident employees’ requirements as described in Act No. 5174, Bill No. 16-0218 of the Virgin Islands Code.

Any Contract awarded from the Request For Proposal is expected to be funded by SRMC.

SRMC reserves the right to waive any informalities, technicalities, or irregularities in; or reject any or all Proposals; or to re-advertise for Bids and to award or refrain from awarding the Contract for the Work.
