All vendors, including those in Vendor’s Plaza, are reminded that they must adhere to the provisions of the revised Vendor’s Rules and Regulations as approved Jan. 20, 2010. Specifically, vendors shall not leave their stands or mobile vans at their designated areas overnight. All items associated with the mobile vending service must be removed at the end of the business day, designated as between the hours of 7 a.m. and 6:30 p.m., or for extended hours if a special permit has been obtained from the Virgin Islands Police Department or DLCA, according to a press release from Wayne L. Biggs Jr., commissioner of the Department of Licensing and Consumer Affairs (DLCA),
The regulations further prescribe that itinerant vendors who do not possess a placement permit must maintain their mobility at all times. In the event that the itinerant vendor must stop on the sidewalk or street to facilitate a sale, the vendor may stop for no more than ten minutes as required and shall ensure that their placement does not obstruct the flow of vehicular or pedestrian traffic. Additionally, in the event that vehicular or pedestrian traffic may require temporary obstruction for the purpose of loading or unloading articles, care must be taken to minimize the obstruction and the move must be accomplished without unreasonable delay.
Commissioner Biggs encourages all vendors to adhere to the various provisions of the regulations to ensure a safe and enjoyable holiday and festival experience for all. Failure to comply with the provisions may result in confiscation and seizure of goods, levy of a fine or administration penalty, or the suspension, revocation or non-renewal of the placement permit or business license.
