Dear Source:
Driving an uninsured vehicle which is involved in any accident, no matter who is at fault should result in the permanent confiscation of the vehicle and a severe penalty for the owner or driver of that vehicle.
A week as the 'guest' of the government in jail would be a deterrent. Possibly a month if the driver / owner had insurance and then cancelled the policy.
