Watching the New Commissioner

Dear Source:
I wish Commissioner Francis all the best and hope he can turn the department around. He has served many years with the department, and should be part of the solution, not part of the problem. The VIPD is in serious need of training and leadership. All eyes will be on the new Commissioner. With the help of the citizens, he can succeed.
