Schools Denied Needed Money

Dear Source:
I cannot believe this!!! It is unconscionable!
In a time when teachers are asking for donations for old books from stateside schools, when they are purchasing supplies with their own money, and when they have to bring in toilet paper because they feel sorry for the kids because the school does not provide it, you would think some bright bureaucrat should be able to think of a way to spend a $2.4 million dollar budget grant.
