I have spent almost a year in St. John between 1989 – 1993, great place!
However, I can see where noise would be a huge problem for residents there! I now live in Virginia near Washington, DC and my area sounds like a dragstrip during warm weather due to the all of the motorcycles with illegal exhaust systems.
Perhaps the best thing that the government officials could do for residents is change the law to enable a "plainly audible standard" which can be easily enforced by the police, and put some teeth into the penalty for loud stereos and so forth. Some areas actually confiscate stereos or impound the vehicle.
Noise is not trivial, although it often seems to be at first glance, particularly to law enforcement. It affects people's health, in addition to things like sleep and being able to go about your business undisturbed in your own home.
There are now several national groups that have a great deal of information on various subjects including boom cars, and discussion boards where questions can be asked.
Noisefree America and NoiseOff are two examples.
