Lowering the Bar

Dear Source:
You do not need to pass the bar exam to be a lawyer for the VI government, so how many of these new employees passed the bar exam? Some did. If they didn't, are the interests of the citizens of the Virgin Islands being represented accordingly?
It seems like a good story for the paper to investigate.
