Okay, this will sound out there but it has a duel approach, have the senators and governor pass a bill setting marijuana as legal with the following conditions, anyone who wants to grow it must own the property it is grown on and must pay for a permit and sell there produce to a government clearing house to be taxed quite like tobacco anyone who uses it must pay a tax on it.
If we mirror the current laws of Alaska where it is legal to grow your own we loose the revenue' so we have to remember this is a economic move and not an endorsement of marijuana use, the result of this if passed and enacted the virgin islands could become a Mecca for marijuana users in USA, tourist would come and we could potentially raise enough money to pay off wapa, and leca for all citizens of the VI.
if the Federal government objects to this we simply point out we have no other alternative our energy costs are the highest in the entire USA our goal in this is not to legalize marijuana our goal is to have affordable emery for our citizens our resources are limited and marijuana produces the most income for the least resources, we would gladly not do this if the Federal government would offer us an alternative, like making the VI a test ground for alternative energy systems we have lots of wind and lots of sun we are a controlled environment or supplementing our energy costs quite like heating oil costs are supplemented in the north east.
face it there are people here that smoke marijuana the pot is here already it grows like a weed taking 4 or 6 months to produce income, our task would be to keep big business out of it taking the profits for them selves, its should be a grass roots movement with the revenue being split between the people of the VI and Wapa.
We are in trouble and we have a way out if we are bold enough to take a chance.
