Danish, Anyone?

Dear Source:
As I read the tweaked definition of a native Virgin Islander by the Constitutional committee I wondered if those born or domiciled in the Virgin Islands before 1927, would have been citizens of Denmark? If so, wouldn't this foreclose the definition since they would have been citizens of another country?
